The Kutaraja PPS manager needs to develop a UPI development strategy at the Ocean Fishery Port by considering internal (strengths and weaknesses) external factors (opportunities threats) as well determining right in PPS. study used qualitative descriptive research method explain describe conditions situations of Kutaraja. This aimed analyze processing units using SWOT analysis. results showed that strength factor score (2.48) was higher than weakness (1.02) with difference 1.46. opportunity (1.67) threat (1.62). Therefore, needed an aggressive strategy. In conclusion, construction new fish still could be carried out due availability raw materials have not been utilized optimally.Keywords: analysis, Processing Unit Development Location,
